If the District Council were to consider selling the older Victorian build to developers for housing - which estimates from estate agents put at between £3 to £4 million.

If they were to renovate the 1970s block - and invest the £1.56 million proposed to repair and upgrade the offices.

If the notion of 'embodied carbon' is accepted as a more important consideration than 'energy use' in terms of producing green-house gases.

If the estimate of 2,300 tonnes of emissions is taken as an example only and if the ratio of 5:1 is accepted as an average when comparing new-build emissions compared to refurbishment emissions.
