Knowle: does the Inspector's recommendations that the Local Plan be revisited challenge the relocation project?

A question has been raised about the Inspector's comments that the proposed changes to the Local Plan should be revisited:

Does this mean that the proposed relocation from Knowle should also be revistited:

The Inspector also felt that EDDC’s removal of Zones A and E from the proposed development areas of the Knowle campus should be the subject of public comment because in his opinion this constitutes a significant departure from the earlier version of the draft Local Plan.

It is clear that the Development Management Committee, in charge of planning, agreed in July last year to the boundary of the housing allocation at Knowle.

This was followed by the DMC rejection of the Outline Planning Application in March of this year:

The plans below have been sent in, suggesting "developmental creep" which indicates how the Local Plan seems to have merged with the original Outline Planning Application for Knowle, to include the terraced lawns.
