How do you 'redevelop' an area?

'Localism' implies that planning decisions be made as close to the 'end-user' as possible - but should that be the planning authority, or the 'local community':

The danger of assuming the local authority should initiate 'redevelopment' means that a) this saps initiative from the 'local community' and b) the 'redevelopment' becomes compromised:

There are particularly tricky issues over the slippery notion of 'viability:
The term 'viability' seems to allow local authorities and developers pretty much of a carte blanche - until other obligations are pointed out to them.

And if the public/planning authority owns the land to be 'redeveloped', there will be further conflicts of interest:

There are less heavy-handed approaches - which the local planning authority can embrace.
