The consultants for the Port Royal Scoping Study have produced a report:

Land at Port Royal Site – Land for residential use is allocated for 30 homes (site ED03 (this site will incorporate mixed use redevelopment to include housing and community, commercial, recreation and other uses).

The proposed mixed-use project would be the largest and tallest building in Sidmouth and to provide an idea of scale, the Victoria Hotel and Library would fit into this site!

So far our research is showing that private homes would be needed on the Port Royal allocated site to make the development possible financially, as the value created by building these homes would help fund the rest of the development. This includes making sure that the new and improved facilities for the Sidmouth Lifeboat, Sidmouth Sailing Club, Gig Club and other watersport users can be provided.

To fund all of these improvements, it may be necessary for up to 30 apartments to be created. Providing 30 homes on the site would be in line with East Devon District Council’s Local Plan, which sets out how land will be used in the future. A new development or building could incorporate new homes on the upper floors and the building could be up to 5 storeys high (in keeping with other buildings in this area). The 5th storey could be set back from the rest of the building to soften the visual impact.
