Community Facilities of Value @ Ottery St Mary

We have community assets:
Futures Forum: Community Assets
Futures Forum: Selling police stations as "a great opportunity for investors": "Many were built to the very high standards in the Victorian or Edwardian eras. These kinds of buildings also tend to be in good locations."

And we have community assets in neighbourhood plans:
Futures Forum: Community assets and neighbourhood planning
Futures Forum: Community Assets @ Budleigh Salterton

The Neighbourhood Plan for Ottery St Mary has a very interesting category of assets:

Community Facilities of Value

Village halls, churches, public houses, small business premises, post offices and local convenience stores which provide important services, socialising opportunities and meeting places within the Parish will be encouraged to remain in their current uses. Alternative non-community uses for these facilities will only be considered where it can be demonstrated through a period of sustained marketing that the current use is no longer viable.

And from the more detailed version:

COMMUNITY FACILITIES OF VALUE

7.27 The Neighbourhood Plan Area contains a number of community facilities which are highly valued locally and make an important contribution to residents’ quality of life.

These include:
Village halls
Public houses
Post offices
Local convenience stores
The library
Youth club facilities
Parks and the skate park
Sports pitches/clubs/tennis courts
Allotments

7.28 The villages are particularly reliant on their local facilities. The retention of these facilities is a key aspect of securing a sustainable future for the Parishes.
Development which jeopardises provision will not be supported without clear justification.

7.29 The Localism Act 2011 provides for a scheme called ‘assets of community value’.
This requires district and unitary councils to maintain a list of ‘community assets’.
Community assets can be nominated by Parish Councils or by groups with a connection with the community, giving communities a right to identify a building or other land that they believe to be of importance to their community’s social wellbeing.
The aim is that, if the asset comes up for sale, then they will be given a fair chance to make a bid to buy it on the open market.

The following facilities in the Neighbourhood Plan Area are listed as Assets of Community Value following successful nomination:
1. Station Youth Club, Exeter Road, Ottery St Mary
2. Potters Market (McColls), West Hill

7.30 The purpose of Policy NP17 is to provide protection to all community facilities of recognised value including, but not limited to, those on the assets of community value register.
Appendix 5 provides a full list of the community facilities covered by this policy.

Policy NP18: Community Facilities of Value
Proposals that will result in either the loss of Community Facilities of Value or significant harm to a Community Facility of Value will be strongly resisted.
This includes proposals affecting formally listed Assets of Community Value.
