Plans for Port Royal: anticipating a Regeneration Board >> and plans for Exmouth: When "nothing's been decided" means "something's been decided"

We've been told that 'nothing's been decided' for Port Royal:

And the two council's websites confirm this:

Port Royal Regeneration - Sidmouth Town Council

Even though it is very clear that what has been decided is that there will be some sort of 'regeneration':

Which includes the parallel beach management plan which has already been decided on, despite assurances to the contrary:

Certainly there is doubt in the wider community about the decision-making process and what exactly has already been decided for Port Royal - hence the so-called 3Rs campaign:

Meanwhile just along the coast, to quote an observer:

Of course Exmouth has had the ‘there’s nothing been decided yet’ experience and look how that panned out at Elizabeth Hall etc. Inevitably one’s worst suspicions prove correct.

EDDC simply go through the motions (and not even properly) to get what they want as though it is their divine right.  

Freedom of Information requests have elicited the fact that the ‘expert’ investigations for Queens Drive, into all the technical stuff such as drainage, ecology etc etc, were never critically assessed by anyone let alone an independent party,  but simply taken as accurate – so EDDC effectively commission the reports through their chosen partner, and then accept them in planning.
