The final rubber stamp on East Devon District Council’s plans to relocate from its current headquarters at the Knowle in Sidmouth to new offices in Honiton and Exmouth has been given.

PegasusLife has now formally confirmed that the planning permission for its redevelopment of East Devon District Council’s offices at the Knowle into a 113-apartment assisted-living community for older people is acceptable.

This means that the contract of sale between PegasusLife and the council is now unconditional and both parties are, respectively, committed to buy and sell the Knowle site.

Planning inspector Michael Boniface in January allowed Pegasus Life’s plans for a 113-apartment assisted-living community for older people after the plans were initially turned down by the council’s own development management committee.

Cllr Paul Diviani, leader of East Devon District Council, said: “This is another important step in the council’s relocation project. Moving to our new HQ in Honiton is a key strand in our transformation strategy and our continued journey in reducing costs and protecting the high quality services that we offer to our residents despite the challenging financial context.”

Blackdown House, the new HQ being built for the council which overlooks the Blackdown Hills Area of Outstanding Beauty, is well underway at the Heathpark site in Honiton.

The target for completion and occupation is December 2018.

Following the £1.5 million upgrade of Exmouth Town Hall, completed in November, Housing and Benefits teams now occupy desks at the Town Hall, while Planning officers can be seen by appointment and Environmental Health staff will touch down in Exmouth according to operational need

It is expected that PegasusLife will start developing the Knowle site in Sidmouth next spring.
