A new report from Lloyd’s in collaboration with Drs John Heap and Karen Polizzi of Imperial College London who provided their independent opinion on the state of synthetic biology.

Over the last few years scientists have used biotechnology for a range of applications including disease prevention and treatment, creating new sources of fuel and enhancing crop resilience. Over $1bn of equity funding went into new synthetic biology start-ups in 2016 with some individual companies seeing funding of $100m.

Synthetic biology goes beyond traditional genetic modification and allows bio-engineers to actually design DNA. It is exciting and has the potential to revolutionise many aspects of our daily lives. But it also requires responsible innovation.

The potential rewards in healthcare in particular – in terms of new therapies, genome editing, regenerative medicine and cognitive enhancement – are driving a lot of investment in this area. While many of these developments are at the lab or trial stage, we are also seeing some commercial applications. Further research and investment is important because it could save lives. And this will also help us to develop a full understanding of the wider implications.

If past experience is anything to go by then one important lesson is that new technology is democratised more quickly than we expect. Artificial intelligence, for example, is increasingly in the hands of the many not just the few, with mainstream “open-source” tools such as TensorFlow, Google’s machine learning platform. The same could be said for synthetic biology as people increasingly take gene-editing into their own hands. This is both exciting, since more people can take part in innovation, but also raises concerns around the dangers of bio-error (accidental release of harmful substances) and bio-terror (deliberate engineering of dangerous materials).

Another exciting development is the prospect of new and efficient ways of storing energy. Climate change remains humanity’s greatest challenge in the 21st century, requiring urgent action and profound changes to the energy mix. We are seeing the development of new biofuels – such as petroleum replica products – to replace fossil fuels. Many challenges remain – as synthetic biology approaches produce products that don’t fit within current regulatory frameworks – but these efforts are vitally important, particularly if countries are to adapt to a low carbon economy.

Synthetic biology does herald a new lease of life and it is likely to become an increasingly important innovation to watch carefully over the coming years. Regulations inevitably lag new technology but certainty around what is allowed and what is not allowed is very important to give people the confidence to invest in the future. A better understanding of the risks that go along with synthetic biology will be critical to future success.

Lloyd’s urged the insurance sector to take a closer look at synthetic biology as far back as 2009 and we continue to believe that this is an area that warrants further research. With that in mind, our new report “A new lease of life”, published today, urges insurers to carefully consider the potential for unknown and possibly systemic risks. We must ensure progress continues in this area with a proper understanding of the risks and opportunities.

“Project Fear,” a strategy used by anti-Brexit forces in the UK, was an attempt to save the status quo by appealing to fears, worst-case scenarios, and the gravest predictions. It’s a common tactic for resisting change. In June, a wave of similarly dark headlines struck a fledgling area of science that could otherwise become the centrepiece in the story of our century: synthetic biology.

The Telegraph reported “Biological weapons ‘easy to develop’ due to rapid advances in technology, scientists warn Pentagon.” And Futurism reported “Synthetic Biological Weapons May Be Coming. Here’s How to Fight Them.” Meanwhile, an article in Laboratory Equipment claimed that the “Rise of Synthetic Biology Means Governments Unprepared for Biowarfare.” A large number of other reports appeared at the same time, speculating about the misuse of synthetic biology. Such items can be traced back to a report at the US Department of Defense, where there were fears an existing virus like smallpox could be reverse-engineered and used as a biological weapon.

Synthetic biology does make it significantly easier to create a biological weapon, and the first offenders will be government entities themselves, such as the Department of Defense. However, it also represents a field that can expand the availability of medical treatments and provide renewable fuels. While richer countries and sectors of society may have reasons to fear the disruptive and dangerous qualities of synthetic biology, the promises of this field are of infinite value to the rest of the world.

Synthetic biology is going to lead to disruptive innovation, the most socially significant examples of which will appear in the pharmaceutical and energy sectors. According to predictions by J. Craig Venter, the synthetic biologist who decoded the human genome, synthetic biology’s products will move at the “speed of light,” no more than codes transmitted from machine to machine allowing the end product to be assembled at home. This would make synthetic biology a little like early personal computing and printing, used by individuals at home. Pharmaceuticals would be downloaded, eventually for free.

According to Genspace director Ellen Jorgensen, the terrifying ease of creating biological products is the goal of the field of synthetic biology. Synthetic biology is the same as genetic engineering, already widespread, but it “allows the standardization and automation of the process” for increased precision and speed. Synthetic biology makes “the pieces of DNA easier to assemble, effectively modularizing them” or “turning biology into a LEGO-like system.” This speed and ease of use presents lots of potential for disruption. If such projects become widespread, they could defeat monopolistic big pharma by surrendering all the creative tools to consumers or at least much smaller businesses.

Synthetic biology could have even bigger consequences too. Ever-improving bio-fuels may replace the petroleum industry and make the production of fuel possible at home. This could help households thrive in poorer countries and even end their dependence on the richer countries with accrued technological advantages. Using designer bacteria, high-density fuels are likely to eventually be brewed from abundant feedstocks and even waste. Trials by Exxon Mobil using pools of cyanobacteria suggest even this energy giant takes the idea seriously, so the production of high-density fuels using synthetic biology is being competently planned for already. Were the practice to become possible in farms and even at home, it would surely eliminate much of the need for costly pipelines. Homebrew fuels and other chemicals could reduce the need for national strategies aimed at maintaining the energy supply, as well as remove the need for costly mining and refining work in poor countries by exploitative multinational corporations.

Alarm around synthetic biology reflects the threat this field poses to the concentrated power and increasingly-strained mandate of the nation-state. Government and corporate circles consistently portray anything that disrupts the concentration of their power and profitability as lawlessness tantamount to terrorism. There need not be evidence of an actual threat for them to sound the alarm.

We can expect attempts to stifle the most anti-monopoly and anti-empire effects of these products and services to arise in parallel with the future achievements of synthetic biologists in medicine and energy. Fear surrounding biological weapons will be cited to justify an increase in regulation. Rulings will be enforced by states to prevent the realities of synthetic biology from easing the lives of most people in the world. Sharing of these products – even information about them – will be the most forbidden act of all. Biological piracy will be likened by governments to terrorism. Artificial scarcity will be maintained to sustain profits, privileges, and power.

National governments and supranational corporations share a common contempt for freedom of information and the independence of the individual. Indeed they fear synthetic biology and popular access to it for the same reasons the Roman Catholic Church might have feared the popular spread of printed books. This fear is not misplaced, as social systems are heavily influenced by the extent of the democratization of knowledge. Democratizing the threads of life itself for the masses to weave into new forms would shake society and states more than the printing of any number of books did.

States are concerned, following their current loss of control over the digital media (which empowered whistleblowers and dissidents), that the next loss of control will undermine their possession of physical products and resources. The will of history is not with them, but moves us inexorably towards stronger individuals and weaker authority structures. Technology and its miniaturization, finally to a microscopic scale, can only strengthen such results by becoming available to more people. Ultimately, the conservation of power and profit will give way to the anarchy of our digital culture. The threat from synthetic biology is good for us and bad for them.

Brexit: and Devon asking what it's all about...

Devon is clearly taken up with Brexit over the last week or so:

Devon had the highest Google search interest in Brexit over the past week of anywhere in the country.

Exclusive data provided by Google reveals that between the 23 and the 29 of July Chagford searched for Brexit more than any other UK community.

West Devon - the constituency in which Chagford is situated in - voted to leave the EU in the Brexit Referendum in June 2016.

A strong majority of 54% voted to leave, equating to 48,000 votes. However, in stark contrast a major survey carried out by Devon Live in April found that 15% of leave voters in Devon would change their decision in a new referendum.

The problem is that the British prefer steak to shellfish: 



The problem is complicated by the fact that much of what these men catch is exported back to Europe. From the 90 lobster pots and 300 whelk pots that Harvey has laboriously hauled to the surface that morning, some of the catch will get to London but the rest is either too expensive or out of step with local taste to find a British market.

“I don’t eat them,” admits his brother Chris as they pick over a bucket of whelks, which are said to taste of rubber if you don’t cook them right. With lobsters fetching a tenner each on the quayside and up to £50-£60 by the time they reach London restaurants, Chris says he prefers a steak if he wants to treat the family.

This makes walking away from the EU without a deal for ongoing access to its consumer markets another worry for what is left of the British industry. 

Some would still like to see UK fishing cut loose regardless. A rebalancing of British consumer tastes away from imported white fish and toward shellfish and other locally-caught produce could yet see this cottage industry grow into an artisanal success story.

A “hard” Brexit could leave piles of fish rotting on the quayside, fishermen have been warned. “If they get a hard Brexit, they won’t know what hit them,” fisheries boss James Marsden said during a tour of Brixham fish market yesterday.

Brixham is England’s top fishing harbour by value of catch landed. The port has almost doubled the value of landings, from £22million three years ago to £40million in 2017 – mostly on the back of a booming cuttlefish fishery.

About 90% of the cuttlefish is exported to EU countries.

Mr Marsden is vice chair of the Devon and Severn Inshore Fisheries and Conservation Authority and a board member of the Marine Conservation Society.

“What happens if we ‘fall off a cliff’ and don’t get a trade deal?” he said. “This market thrives as the moment because it’s able to move fast and transport the fish within hours from here to the end destination. If that can’t happen, it would be very serious for Brixham.”

But Jim Portus, chief executive of the South Western Fish Producers Organisation, said: “I believe we’ll end up with a deal with our European colleagues because they also want frictionless trade into the UK.

“It’s true that we have a perishable product going to the Continent, but there will be a deal.”

Although some fishermen are pushing for a cliff-edge departure, in which Britain severs its links to the EU on March 30 next year, Mr Portus said: “We are having a transition period and that’s already a done deal. In the EU referendum fishermen just wanted to get out. There’s the desire of the fishing industry, and then there’s the reality.”

Brixham fish market is leading the way in innovation in the industry. The market was knocked down and rebuilt in 2010, with most of the money coming from the EU and Torbay Council. Although fish are sold with a traditional “shout” auction, transactions are already done electronically.

Barry Young, managing director of Brixham Trawler Agents, said they hoped to install the UK’s first full electronic, web-based auction in January.

He said the fishermen were naive to believe that they would get 100% of the Channel quota, but “we just hope to get a fair share”.

Mr Marsden and Hugh Raven, chair of the MCS board toured the fish market early yesterday with staff from the conservation charity.

New analysis reveals Devon universities could lose millions of pounds of research grants because of Brexit.

Universities risk losing access to funds from the EU’s Horizon 2020 programme, totalling almost £1 billion for the South West, which currently supports projects, such as into sustainable energy and work to cure lung disease.

So far £102 million has been distributed in the South West, including:

> £13.4M to the University of Exeter for a five-year project, which will test a new wave energy converter off the north coast of Cornwall.

> £2.4M to Plymouth’s Peninsula School of Medicine and Dentistry, part of an international consortium, for a three-year project to prevent, diagnose and treat lung disease in low and middle-income countries.

> £22.2M to the University of Bristol for research into reducing traffic congestion and poor air quality.

No guarantee has been given to universities that access to this funding will continue after Brexit.

The People's Vote campaign, which conducted the analysis, says UK universities received the highest share of signed funding grant agreements (20%) - ahead of Germany, Spain, Italy and France. It says if EU funding continued at these levels it would see £8.3bn being invested in research and innovation in the UK, until 2020.

The People's Vote campaign wants the UK's Brexit 'deal' to be put to a public vote. However, critics say this is undemocratic, because the UK voted 'leave' in the EU referendum.

Outside London, at the University of Exeter Business School, Brexit has had little effect on MBA applications. The Exeter MBA doesn’t have a history of recruiting large numbers of EU students. For MBA director, Stuart Robinson, visas and work permits are bigger issues than Brexit.

“It’s just something you have to deal with,” he explains. “I was at an MBA fair in Asia, and Canadian schools were there saying: ‘you can come to Canada and we’ll give you an 18-month work visa after your MBA’. Here, we won’t do that, and that’s a problem.

“In all my discussions with candidates,” he continues, “Brexit has never come up. Why would a Chinese student care about Brexit? A lot of them aren’t after a career here anyway.”

Flybe, whose headquarters is in Exeter, is warning that no agreement is in place for services to mainland Europe after Brexit. With only eight months until Britain leaves the EU, airlines have no legal, commercial or political deals in place.

Flybe said it was already selling fares for next summer, with fingers crossed that common sense would prevail. But it warned there was no certainty.

Chief commercial officer Roy Kinnear said: “Customers are used to buying their flights in advance.” Chief commercial officer Roy Kinnear said he hoped common sense would prevail.

If you've ever flown from Exeter airport, the chances are you've flown with Flybe. The city is proud to have its very own airline - it is one of the region's biggest companies, employing more than 2,000 staff.

This morning, figures for Year End 2017/18 revealed that Flybe has cut its pre-tax losses from £48million to £9million as revenue increased by six per cent. However, it posted adjusted loss before tax of £19.2m in the year to March 2018, up from £6.7m in the prior year. 


Chief Executive Christine Ourmières-Widener, who has been in post for just over a year, said operations have improved over the last year despite the loss increase. She has been transforming the business, cutting less-profitable routes and implemented an IT systems overhaul.

While losses have widened, Flybe's revenue has risen 8.3% to £732.0m. And it is making more from every seat - 10.1% higher at £53.79.

We look at the reasons why Flybe isn't making a profit:


1. Passengers are feeling the pinch

Just like the high street, Flybe is at the mercy of the consumer. It means things like the 'Beast from the East' puts people off flying or means flights are cancelled. And if consumers are losing jobs or feeling the pinch because of rising household bills, the first thing to drop off the budget is a trip abroad.

2. Brexit

The risks associated with Brexit and what regulation will look like for the aviation industry is a worry. Will there be additional tariffs and visas to think about. Air passenger duty continues to concern airlines - especially Flybe which has a lot of routes and partnerships with other airlines in mainland Europe.

This table shows answers to the question, ‘What is your overall assessment at this stage of the likely impact of Brexit on your business?’

The LEP summarises this table as ‘Businesses’ assessment of the overall impact of Brexit at this stage is quite varied.
VARIED? ONE BUSINESS OUT OF 29 THINKS ITS IMPACT WILL BE POSITIVE, COMPARED TO 9 WHO THINK NEGATIVE, AND THAT IS VARIED?
Other findings:
  • two-thirds of businesses have done no formal planning for Brexit
  • uncertainty is a big concern
  • the biggest specific concerns are about are changes to regulatory alignment [i.e. departure from the Single Market] and the speed of customs arrangements [i.e. departure from the Customs Union]
  • only 1 out of 29 expects it to be positive for their sector; 9 out of 29 expect it to be negative (the rest expect it to be ‘neutral’ or ‘mixed’, or don’t know)
This report (How firms across HotSW are preparing for Brexit, Report to HotSW LEP, Devon County Council and Partners) was prepared in March and April 2018, drawing on interviews conducted in February and March 2018, so it is already seriously out of date.
In the spring, businesses could reasonably have hoped for a deal:
  • What do businesses think now that May’s government has caved in to Rees-Mogg and ditched plans for a customs union with the EU?
  • What do they think of the ‘no deal’ scenario?
  • How are they going to cope if they still haven’t done the formal planning?
It isn’t difficult to guess. And why has this report been so delayed? Why wasn’t it reported earlier to DCC?

This is the moment a farmer from Devon taught James O'Brien what would happen if Britain leaves the EU without a deal.
The conversation came as James discussed an article in today's newspapers which said that Britain was stockpiling tinned food to show the EU it was serious about a no-deal Brexit.
Richard revealed he is stockpiling diesel, growing extra root vegetables and increasing the amount of lamb and beef he's keeping to prepare for a hard Brexit.
And Richard revealed that a huge number of farming businesses going bankrupt.

He told James: "I can see quite clearly where this is going to lead.
"Hard Brexit not only results in queues of lorries as far as the eye can see, but it also results in 80% of farm businesses becoming no longer viable.
"They lose their EU subsidies. And if you look at Scotland and Wales, more than 50% of small farm income comes from subsidies. They also lose their home market because the very first deal they do will be with the USA with much cheaper, much lower grade, lower animal welfare provision. They also lose their exports markets in Europe for lamb and beef.
"Not only will we be stockpiling food, but we will be watching farmers go out of business at a huge range of knots.
"Patrick Minford [the Vote Leave economist] said in evidence to the committee that "just like coal and steel", manufacturing and farming would no longer make sense and would cease to operate."
