Certainly there is doubt in the wider community about the decision-making process and what exactly has already been decided for Port Royal - hence the so-called 3Rs campaign:

Freedom of Information requests have elicited the fact that the ‘expert’ investigations for Queens Drive, into all the technical stuff such as drainage, ecology etc etc, were never critically assessed by anyone let alone an independent party, but simply taken as accurate – so EDDC effectively commission the reports through their chosen partner, and then accept them in planning.
