For ardent followers of process, procedure and all things Port Royal/ STC/EDDC, the agenda for the Council Meeting Sept 5th is now online, together with the minutes of the STC meeting 8th August. Of particular interest to followers of this thread may be the two Appendices regarding the Port Royal Scoping Exercise.

I am not so happy about the fact that EDDC will be in charge of 'commissioning external advice' as we all know how that has gone with the Knowle redevelopment.
The reference group seems to be a balanced selection of people but is only advisory.
As far as community engagement is concerned I note with wonder that it will be 'at least one' public meeting surely the minimum should be set much higher considering that people are so busy ?
As far as things in the appendix are concerned I find the staments that
2.1 'a project plan at commencement' of the scoping study
2.5 'a recommendation on the optimal geographical boundary'
2.7 'possibly including the importance or value of retention of any specific current uses'
3.1 c) (i) that the area should not be seen as a boundary but as a starting point for the exercise.
3.4 that any consultants will be require to meet in Exeter as well as elsewhere (why? Exeter is a separate political entity and has no input into Sidmouth)
6.2 that elements of the study may need to be kept 'confidential' to be 'made publically available at an appropriate future point'
7.1 that the councils would like the exercise to be concluded within 3-4 months of commencement
