Of course, there have already been bits of the Port Royal site which have been 'swapped' - most notably the Drill Hall five year ago:

The Chairman raised concerns regarding the involvement of one of the Town
Councillors in a newspaper article published in the Sidmouth Herald in
respect to the future of The Ham, Sidmouth. Members agreed that acting as
Trustees they would always wish to protect the Ham.
