Before the preferred market bidder for the Drill Hall was announced, there were suggestions that certain monies could have been made available earlier:

Furthermore, it had been suggested that the marketing of the Drill Hall had itself been a way to avoid the complication of putting together a 'master plan' for the larger area of Port Royal:

Perhaps the redevelopment of the Drill Hall is better than a block of flats at Port Royal - but the wider context has not been considered - despite a commitment three years ago from the planning authorities:

East Devon's MP Sir Hugo Swire has written to Sidmouth Town Council and East Devon District Council to ask if they can set aside money received from the sale of the Sanditon apartments in order to commission a masterplan for the Port Royal and the Ham car park.
