Last month, further questions were posed in an FOI request to the District Council:

Last week, answers were provided:
Thank you for your FOI. You requested to know what information we hold
regarding deeds, ownership documentation, related codicils, covenants,
terms, conditions and other legal restrictions or requirements for the
Drill Hall, Sidmouth.
We do not hold any pre-registration deeds and documents in respect of this
property. The Title is registered at the Land Registry where you can
apply to obtain an up to date official copy and related documentation. I
have enclosed a copy of the Title from our records from 2012 and also a
more recent copy, although this latest one was not held at the time of
your request.
Also enclosed is a copy of the Transfer from the time that the Council
purchased the property.
We are about to enter a procurement process for the disposal of the Drill
Hall and have to be mindful of our obligations under Procurement
Regulations and Legislation and as such we will forward this documentation
to our selling agents who will ensure that it is circulated to any
prospective purchasers.

What we have learnt is that the District Council paid £440,000 for the Drill Hall.
And yet, we also know that it cost a total of £600,000 to move the cadets from the Drill Hall:

In order to make it possible for the ageing building to be vacated, EDDC negotiated with Wessex Reserve Forces and Cadet Association and invested over £600,000 in providing alternative premises for the Army Cadet Force on a site at Chambers Close in Sidmouth.

A correspondent asks:
When EDDC bought the DH from the cadets for £440,000, did they have a valuation done?
Where did the other £160,000 go?
The new cadet hut up at Woolbrook could not have cost very much. Was the quoted £600,000 good value to move the cadets from the Drill Hall?
Does this represent value for money for local residents?
Sounds like the relocation project doesn't it!
