Knowle relocation project: in 2009 "initial findings found the cost of relocation to be prohibitive."

The District Council has announced the publication of some 'historical' reports on the Knowle relocation project - but not those asked for by the Tribunal - which begs several questions about process:

However, several of these reports were already in the public domain - although several links are now broken since the District Council's new website went live. For example:

In the “Report to the Executive Board” dated 14th July 2010, it is
stated:

“Summary: As part of the Council's strategic asset management
agenda, in 2008 Alder King Property Consultants were requested to
undertake a review of the Council's offices at the Knowle. The
brief included the requirement to consider the market value of the
existing Knowle site and an evaluation of alternative options.
Initial findings found the cost of relocation to be prohibitive."
