Redeveloping East Devon >>> the alternatives to a heavy-handed approach

How do you 'redevelop' an area?

These are all local authority-led:

'Localism' implies that planning decisions be made as close to the 'end-user' as possible - but should that be the planning authority, or the 'local community':
Futures Forum: LOCALISM restated >>> "Power should be decentralised down to the lowest appropriate level - to councils, to community groups and to individual taxpayers"

The danger of assuming the local authority should initiate 'redevelopment' means that a) this saps initiative from the 'local community' and b) the 'redevelopment' becomes compromised:

There are particularly tricky issues over the slippery notion of 'viability:
The term 'viability' seems to allow local authorities and developers pretty much of a carte blanche - until other obligations are pointed out to them.
Futures Forum: When is a development 'viable' or not?

And if the public/planning authority owns the land to be 'redeveloped', there will be further conflicts of interest:

There are less heavy-handed approaches - which the local planning authority can embrace.

In other words, 'redevelopment' does not have to be massive and grandiose to work:
Futures Forum: "Small plus small plus small equals big" >>> 'There is a blind spot about economic regeneration in most local authorities'

Certainly, in this part of the world at least, there is considerable pressure on the planning authority:
